Every business that imports, packs or manufactures pre-packaged goods for sale in India must comply with the Legal Metrology law. The central requirement is LMPC registration, commonly known as the LMPC certificate. It is issued under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011. Without it, imported consignments can be held at customs, products can be seized from the market, and the business can face penalties.
This article explains what LMPC registration is, who needs it, how importers differ from packers and manufacturers, and how to obtain the certificate correctly.
What Is LMPC Registration?
LMPC stands for Legal Metrology (Packaged Commodities). The Legal Metrology Act, 2009 and the Packaged Commodities Rules, 2011 regulate how pre-packaged goods are weighed, measured, labelled and sold in India. Their purpose is to protect consumers from short quantity, misleading labels and hidden pricing.
Rule 27 requires every person who pre-packs or imports a commodity for sale to register with the Legal Metrology authorities within 90 days of starting that activity. The document issued on registration is widely called the “LMPC certificate”, although legally it is a registration rather than a licence.
Who Needs an LMPC Certificate?
Registration under Rule 27 applies to three categories of business:
- Importers who bring pre-packaged goods into India for sale, including goods sold through e-commerce platforms.
- Packers who pack or repack goods into retail packages, including businesses that buy in bulk and pack under their own label.
- Manufacturers who produce goods and sell them in pre-packaged form.
A foreign manufacturer does not register directly. The Indian importer holds the LMPC registration and takes legal responsibility for the labelling of the goods it brings into the country.
LMPC Registration for Importers vs Packers and Manufacturers
The main difference lies in the authority that grants the registration and the area it covers.
| Granting authority | Director of Legal Metrology, Department of Consumer Affairs (Central Government) | Controller of Legal Metrology of the concerned State or Union Territory |
| Coverage | All-India | The State where the packing or manufacturing unit is located |
| Typical applicants | Traders, distributors and brands importing packaged goods | Food, FMCG, cosmetics, electronics and household-goods units |
| Key purpose | Customs clearance and lawful sale of imported packages | Lawful packing and sale of domestically packed goods |
A business that both imports and packs goods may need both registrations.
What Does Rule 27 Require?
In summary, Rule 27 sets out the following obligations:
- Registration must be obtained within 90 days of commencing import, packing or manufacturing.
- The application is made in the prescribed form to the Director or the State Controller, as applicable.
- The statutory registration fee is ₹500, with ₹100 for any subsequent alteration in particulars.
- Registration is non-transferable. A change in ownership, address or business activity must be reported to the authority.
Rule 27 does not fix a validity period. In practice, the period depends on the authority and the application. Businesses should check the terms stated on their certificate and plan renewals accordingly.
Labelling Requirements Linked to LMPC
Registration goes hand in hand with correct labelling. Under Rule 6 of the Packaged Commodities Rules, every retail package must display the following declarations:
- Name and address of the manufacturer, packer or importer
- Common or generic name of the commodity
- Net quantity in standard units
- Month and year of manufacture, packing or import
- Maximum Retail Price (MRP), inclusive of all taxes
- Country of origin (for imported goods)
- Consumer-care details (telephone number and email address)
The Legal Metrology (Packaged Commodities) Amendment Rules, 2026, effective 1 July 2026, also require e-commerce platforms to provide a country-of-origin search and filter for imported goods. This makes accurate origin declarations even more important for importers who sell online.
Documents Generally Required
- Proof of business constitution (incorporation certificate, partnership deed or proprietorship proof)
- PAN and GST registration of the business
- Import Export Code (IEC), for importers
- Address proof of the office, factory or warehouse
- Identity and address proof of the proprietor, partners or directors
- List of commodities and pack sizes to be imported or packed
- Sample labels showing the Rule 6 declarations
- Details of weighing and measuring instruments used (for packers and manufacturers)
Exemptions From LMPC Requirements
Certain packages are exempt from the Packaged Commodities Rules, including:
- Packages above 25 kg or 25 litres (for cement and fertiliser, the limit is 50 kg)
- Packages of 10 g or 10 ml and below (tobacco products excepted)
- Packages meant for industrial or institutional consumers
- Fast food served over the counter
- Bulk agricultural produce above 50 kg
Exemptions must be read carefully, because a product that is exempt in one pack size may be covered in another.
Penalties for Non-Compliance
Selling or importing pre-packaged goods without registration or proper labelling is an offence under the Legal Metrology Act, 2009. The consequences include:
- Monetary penalties, which increase for repeat offences
- Possible imprisonment for continued violations
- Detention of imported consignments by customs
- Seizure of non-compliant stock from the market
For an importer, a single detained container can cost far more than the entire registration process.
Common Mistakes That Delay LMPC Registration
- Applying to the State Controller for import registration instead of the central Director, or the reverse.
- Submitting labels that do not carry all the Rule 6 declarations.
- Missing the 90-day window after starting imports or packing.
- Failing to update the registration after a change of address or business name.
- Assuming that a foreign supplier’s registration covers the Indian importer.
How an LMPC Consultant Helps
Although the statutory fee is modest, the process involves identifying the correct authority, preparing accurate documents, reviewing labels and responding to departmental queries. Errors at any stage lead to delays, and for importers delays often mean goods waiting at the port.
